She was authorized under the 1941 War Emergency Program and her keel was laid down on 30 October 1941 at Portsmouth Dockyard.

In assessing whether the carrying out of repairs to HMS Tireless posed risk to the public or the environment, the Government brief to the panel of experts invited them to compare such risks to those which Gibraltar has habitually accepted during all historical nuclear vessel visits to Gibraltar for recreational or operational purposes.
The incident of HMS Tireless has raised issues about the adequacy of current legislation in the area of public health and safety and issues with a potential to adversely affect them.

Most alarmingly, and considering the presence of HMS Turbulent is the history of this same submarine.
HMS Turbulent was then just three years later amongst the submarines recalled during the HMS Tireless repairs.

The actions by the Ministry fo Defence raising concerns over teh safety of the nuclear submarine which like all other Trafalgar class submariens were recalled as the repairs of the HMS Tireless led to concerns over their safety.
