Following a meeting with Professors Waxler and Trounstine during their visit to the UK in 1999, the Writers in Prison Network Ltd., led by Clive Hopwood, brought the Changing Lives Through Literature programme to the notice of its members at their annual conference.
Then, Mary Stephenson, Writer in Residence at HMP Channings Wood, a medium-security prison for adult men in Devon, believed that although CLTL had been run in the United States as an alternative to custodial sentence, it was possible to adapt the main concept to run as a programme within Channings Wood.

 News - - Fulton Experience Secures Plant Room Order At Hmyoi Wetherby
Fulton Boiler Works has supplied four prefabricated heating and hot water plant rooms to Her Majesty's Young Offenders Institution (HMYOI) at Wetherby, to initially provide cover for the early stages of a central boiler plant decommissioning and decentralisation programme.
HMYOI Wetherby offers training to 15 to 17 year olds committed by the courts to provide constructive regimes that address offending behaviour, improve educational and work skills and promote law abiding behaviour in custody and after release.
Commenting for HMYOI Wetherby, the site manager says: “We are delighted with the efforts of the Fulton team and the plant rooms they have developed and commissioned for us.

HMYOI Wetherby is a Secure College of Learning which has a population of up to 360 trainees between the ages of 15 -18 years of age, They already have a waste management unit on site which separates and recycles paper, newsprint, metals, plastics, cardboard, wood, electrical goods (TV's), glass and clothing including shoes on site.
They also deliver two training courses which are accredited by the Chartered Institute of Waste Management to the boys in their care.
HMYOI Wetherby estimate that they produce 55 tonnes of biodegradable waste per year.

This certainly applies to HMYOI PORTLAND where, in addition to what I have described above, there is an almost total lack of separate and appropriate facilities for juveniles, laid down by the YJB, as is set out in the report.
I mention all this to indicate that the problems at PORTLAND cannot be resolved solely by a keen and dedicated Governor, whose heart is so clearly in the right place, and an obviously supportive Area Manager, both of whom are trying to rectify years of neglect.
HMYOI PORTLAND is not a Healthy Prison, as is explained in the executive summary.

As part of HMYOI’s education program, this three-year creative music project is designed to enable young offenders build transferable life skills and encourage an interest in the arts through a series of music workshops.

Much of the naval base closed at the end of the Cold War, and the Royal Naval Air Station closed in 1998.
The island is still home to HM Prison Portland and HMYOI Portland, and the harbour contains Britain's only prison ship, HMP Weare, but this will leave during 2005.
The harbour is now in civilian hands as 'Portland Port', although as of August 1st 2005 is used to house the Suktan of Brunei's Navy.

The investigation was limited to events occurring between mid 1991 and July 2000 in HM Prison Brixton, between 1998 and July 2000 in HM Prison Parc and between January 1996 and November 2000 in HMYOI Feltham.
In November 2000, the CRE heard representations from key representatives of the prison service, which included Martin Narey, Director General, members of RESPOND and members of the National Executive of the POA, with regard to complaints of racism in the prison service.
Following the conviction in the case of Zahid Mubarek, it was decided to include HMYOI Feltham in the investigation.

Volunteer Supported Education (VSE) is a scheme using volunteer tutors to help juvenile prisoners and young offenders improve their literacy and numeracy skills through one to one sessions.
It was originally set up by the volunteering charity SOVA, at the request of the head of education at the prison, and was the model for the One to One scheme at HMYOI Huntercombe.
The manager is employed by the college holding the education contract at the prison, but for operational matters and issues connected with the volunteers, line management is through the prison.

On arrival he was deemed as an 'at risk of suicide' prisoner and placed on a 'self-harm regime'.

It is the product of twelve workshops with a group of young men at HMYOI Thorn Cross, where we facilitated our Responsibility, Empathy and Tolerance (RET) process to engage the young men to contemplate and envisage the consequences of their behaviour on those around them.

Mal became a prison officer in 1980, and is today a Residential Governor at HMYOI Huntercombe.
Trained as a nurse, Barbara's first role in prison was to teach First Aid/Health Education to prisoners at HMYOI Hollesley Bay.
This developed into a much wider brief of raising awareness of HIV/Aids within the prison generally, and offering support and ensuring outside support visited prisoners during their sentance, This role later included the provision of programmes and theraputic support for drug and alcohol users.
