While high-tech systems are useful --albeit complex and expensive-- intelligence tools, they seem to have wound up using the operators (and their maintainers), rather than vice versa.

He takes a much more negative view but we're both on the same track, who exactly was it that caused the intelligence agencies to require a 13 year rebuilding plan in HUMINT, of which we are 55% done (we're in the 7'th year, according to George Tenet).
I disagree some with Ralph Peters in that I don't think a 55% progress report is passing, or even close to acceptable for the USA.

Electronic surveillance and related technologies (packet sniffers are a form of surveillance) are cheap by comparison to physical surveillance.
And the concentration of communication lines and systems makes ELINT and COMINT much cheaper _per target_ than HUMINT.
Now I don't personally worry too much at this time about giving my VISA number over the phone, or even over the Net...I can always deny making an authorization and the CC companies will not charge me (assuming the goods ordered were not also shipped to my address).

An excellent work, it was the mainstay textbook for college courses on intelligence throughout the 1990's and will be out in a new edition in March.
.while I do not disagree with Murphy's analysis that HUMINT operators on the ground are needed in Third World countries in order to know in advance what is brewing, what makes him think that the CIA doesn't have recruited, native speakers on the ground in these places?
Having served in a few of these places during my career, I can attest that the Agency always had a variety of such agents on the ground, even in the most remote places.
