Firstly, there's the "most common name rule" - Vietnamese provinces are generally known in English without their accents.
Secondly, there's the fact that we can't actually do it properly - some provinces can be put at their proper names, but others, due to software limitations, can't.
I personally think it's better to have no accents than to have half the provinces named with accents and half the provinces without.
