And Article 2 of an earlier (1855) Russo-Japanese Treaty of Commerce, Navigation and Delimitation (the Treaty of Shimoda), which provided for an agreement on borders, states "Henceforth the boundary between the two nations shall lie between the islands of Etorofu and Uruppu.
The whole of Etorofu shall belong to Japan; and the Kurile Islands, lying to the north of and including Uruppu, shall belong to Russia." Note that Kunashiri, Shikotan and Habomais Islands are not explicitly mentioned in the treaty.
The Soviet-Japanese joint declaration of 1956 signed by the USSR and Japan promised at least Shikotan and the Habomais to be returned to Japan before a peace agreement could be made.

The Japan-Russia dispute involves Japan's claims to what it calls the Northern Territories, Etorofu, Kunashiri and Shikotan islands and the Habomai group of islets, that were seized by Soviet troops at the end of World War II.
Both leaders are to issue an Irkutsk Declaration, on top of others, as a basis for negotiations, either for a peace treaty, or a peace treaty based on resolution of the territorial dispute.
The new twist is the Russian shift to allow in the Irkutsk Declaration, the inclusion of the 1956 joint declaration to be mentioned as one of the bases for a solution.

Hirotoshi Kawada, 72, who left Taraku Island in the Habomai group shortly after the end of the war at the age of 11, said, ''The national movement to reclaim the four islands has died down due to the lack of sufficient policies by the two governments.''

Japanese who used to live on the islands of Shikotan, Kunashiri and Etorofu and the Habomai islets will only accept the total return of the territories from Russia, not just two of the islands as Moscow is proposing, according to Toshio Koizumi, chairman of a group of former islanders.
This year marks the 150th anniversary of the Shimoda Treaty, in which the two countries drew their common border between Etorofu Island and Uruppu Island in the Russian Kurils.
