Hackle bits are great and will tie a lot of buggers.
The absolute best hackle to use for wooly buggers IMHO is the Metz saddles.

For hackled wet flies, especially soft-hackled flies, the traditional method is to tie the feather in by the tip, make a few turns toward the eye, catch the butt of the feather, trim it, and finish the head.
Because the hackle is wrapped away from the eye of the hook, the hanging bobbin is not in the way, removing the need to 'hand over' the hackle pliers.

One of the best techniques I have seen for using these feathers for soft hackle patterns is to get hold of the hackles near the stem, about 1/16-inch worth on either side of the stem.
With a fine scissors, cut the tip hackles off at the stem then pull the remaining hackle forward into their original position.
I have my hackle go to the back of the body for tail-less patterns and to the hook point on patterns with a tail.
