Whereas the Haftara to Parashat Ekev (the previous chapters in Isaiah) opens and closes with G-d comforting the city of Zion, this Haftara opens and closes with G-d comforting His People and their return to Zion.
Although the immediate context of the Haftara is the return of the Babylonian exile long after Isaiah's death, it may also be understood to convey the future Messianic climax which becomes the theme of the final chapters of this very lengthy book.
Indeed, parts of the Haftara could appear to be thinly disguised accounts of events witnessed by many of today's Jerusalem residents, 2,700 years on.

The Haftara's major theme (as explained by Rashi and Rav Chaim Soloveitchik of Brisk, cited in Nefesh Harav pp.76-77) is the prediction that the Bait Hamikdash and Jewish sovereignty in Eretz Yisrael will be restored and preserved despite the lack of military prowess.
The miracle of Chanukah was a fulfillment of Hashem's promise to miraculously sustain the Bait Hamikdash and the militarily weak Jewish presence in Eretz Yisrael.
The choice of this Haftara might be understood in light of Rav Soloveitchik's insight that the message of Chanukah is directed to non-Jews as well as Jews.

The haftara begins with words of consolation (1-3), is followed by a scathing critique of Am Yisrael’s abandoning Hashem in favor of idol worship (4-15), followed once again by consolation, (16-22), this time in the form of the reconciliation between Hashem and Am Yisrael.
The haftara is in fact part of a larger nevua, one that starts at the very beginning of Sefer Hoshea, and only ends at the end of the third perek.

He states that it is 'to ban even the slightest doubt as to the reality of that future (of redemption), and to make our confidence as firm as a rock in the absolute certainty that the Almighty Director of the history of the world will ultimately bring about the attainment.

In the first a man with a skin disease is healed by a prophet.

The "waters of purification" are the living waters that are mixed with the ashes of the burned red heifer, and these are referred to in the parasha as the "waters of impurity" (mei nidda - 19:13 and other verses there).
We may now explain the transition from the metaphor of the impurity of the nidda for Bnei Yisrael who dwell in their land and defile it, to the metaphor of purification from the impurity of contact with death for Bnei Yisrael who return to their land.
