Like his earlier comic strip, Hi and Lois, Dik Browne's Hagar the Horrible is a family series, about a man who has amusingly imperfect success in dealing with both his job and his home life.
Hagar is a family man who argues with his wife Helga, has a hard time at work, enjoys a night out with the guys, never has enough money, and sometimes finds his children incomprehensible.
His animation career is limited to a 1989 half-hour TV special (with Peter Cullen (Eeyore in The New Adventures of Winnie the Pooh) as Hagar and Lainie Kazan (best known for face acting) as Helga), a few commercial endorsements, and a brief appearance in the opening credits of the TV sitcom Caroline in the City.

Hagar the Horrible is the title and the name of the main character of a syndicated comic strip, created in 1973, by Dik Browne, distributed to 1,900 newspapers in 58 countries, in 13 languages.
Hagar is a Viking warrior who regularly goes off to invade England.
The humor of the comic strip comes from his interactions with his longboat crew (whose first mate, contrary to depictions of Vikings as big muscled warriors, is a short naive fellow named Lucky Eddie) and his family (his wife Helga, his son Hamlet, his daughter Loni, and his dog Snert).

Hagar supposedly lives in Norway, so maybe that’s what the flag is supposed to be, though the shoddy coloring job makes it look as if it’s the flag of Normandy.
People in Hagar the Horrible have very specific clothes based on their profession, so I’ve seen this get-up before, but I can’t for the life of me tell what it’s supposed to represent.

I do like the composition of the second panel though: Hagar stares off into the distance, having been made a fool of, with the word balloon containing the phrase that was the agent of his humiliation hanging mockingly over his head.
Perhaps some day, after Hagar and Helga have converted to Christianity and gone off to raise sheep in Iceland, the strip will follow the lead of Barney Google and Snuffy Smith and be called Hagar the Horrible and Lucky Eddie, with decades passing between appearances of the former.
