Private international law is that part of the law of any State which comes into operation when a court is called upon to determine a suit containing a foreign element.
The Hague Conference on Private Intrnational Law is an intergovernmental organisation based at The Hague which is charged with the progressive unification of the rules of private international law.
Provision in law for the obligations assumed by the State pursuant to the 1961 Convention was made by Part VII of the Succession Act 1965 Ireland acceded to the Convention on 3 August 1967 and it entered into force with respect to the State on 2 October 1967.

An international judicial conference was organised by the Permanent Bureau, with the support of the European Union Grotius Programme, at "De Ruwenberg" in the Netherlands in the summer of 1998, which involved about 40 judges from Hague States.
The Hague Conference on Private International Law has been a pioneer in developing systems of international co-operation, at the administrative and judicial levels, for the protection of children who are caught up in cross-frontier situations in which the person or property of the child may be at risk.
The Hague Convention of 25 October 1980 on the Civil Aspects of International Child Abduction, is a multi-lateral treaty which seeks to protect children from the harmful effects of abduction and retention across international boundaries by providing a procedure to bring about the prompt return of these children to the country of their habitual residence.

 Hague Conference On Private International Law
The Hague Conference on Private International Law is an intergovernmental organization the purpose of which is "to work for the progressive unification of the rules of private international law" (Statute, Article 1) (see also the attached Resolution of the Seventeenth Session).
Some of the Hague Conventions deal with the determination of the applicable law, some with the conflict of jurisdictions, some with the recognition and enforcement of foreign judgments and some with administrative and judicial co-operation between authorities, and some combine one or more of these aspects of private international law.
Resolution adopted by the Seventeenth Session of the Hague Conference on Private International Law in the presence of the Ministers of Justice and High Representatives of the Member States of the Hague Conference meeting at The Hague, 19 May 1993 on the occasion of the celebration of the Centenary of the Conference.

The Convention does not affect any law of a State of origin which requires that the adoption of a child habitually resident within that State take place in that State or which prohibits the child's placement in, or transfer to, the receiving State prior to adoption.
In relation to a State which with regard to adoption has two or more systems of law applicable to different categories of persons, any reference to the law of that State shall be construed as referring to the legal system specified by the law of that State.
A State within which different territorial units have their own rules of law in respect of adoption shall not be bound to apply the Convention where a State with a unified system of law would not be bound to do so.

 Hague Conference on Private International Law: Securities Held With an Intermediary
For the past two years, a U.S. delegation lead by the State Department and the Federal Reserve Bank of New York has been negotiating a convention with the Hague Conference on Private International Law to address the disposition of indirectly held securities.
The goal of the convention is to implement a framework that would provide legal certainty when determining which law will govern dispositions of securities held by an intermediary.
In order to educate interested parties, the Hague Conference has organized a series of workshops worldwide to discuss the latest draft of the convention, Document 15.

The document was issued in accordance with Article 6 of the Status of the Hague Conference on Private International Law, which had been made obligatory by the Law of Ukraine "On Adopting the Status of the Hague Conference on Private International Law".
