PEACE AND DISARMAMENT EDUCATION : Changing Mindsets to Reduce Violence and Sustain the Removal of Small Arms will be published on July 12, 2005 and presented to donors, governmental representatives and colleagues at the German Mission to the United Nations.
The Hague Appeal for Peace extends its profound sympathy to the victims, the survivors, their families and friends of this morning’s unbelievable tragedy in London.

Otunnu said that he considered the Hague Appeal for Peace and the conference organized for May to be of capital importance, for several reasons.
The culture of peace that UNESCO was designing and supporting, and their campaign for peace education was very important in that regard.
The culture of peace was no longer a UNESCO or UNICEF initiative, but a declaration and programme of action, which would encompass peace education and many other parts of the agenda, to be adopted at the Conference.

The conference adopted "Declarations" to the effect that throwing projectiles from balloons and other aircraft had an indiscriminate effect on civilians, and the use of asphyxiating gases and dum dum bullets should be forbidden because of their inhumane nature (defenders of nuclear weapons, please note).

Applauded at the time by the leader of the American delegation as the "first conference the entire world ever held", it was only attended by 100 delegates and their officials, and represented only those 26 nations recognised as having independent sovereign status by the main colonial European players of the time.
It led to plans for an international court of arbitration; a second Hague Conference in 1904; the erection of a temple of peace in The Hague; the League of Nations and ultimately after the Second World War, to the United Nations and the International Court of Justice.
Even though the conference was to herald the most violent and strife- ridden century in history it recognised, for the first time, the need for conflict resolution through international diplomatic discussions and for the establishment of new structures, to settle disputes peacefully by mutual agreement.

 The Hague Appeal for Peace International Civil Society Conference
This involves peace and human rights education at all levels and in all areas of life; to inform and encourage people that peace is worth working for and that everybody can do something towards this aim.
The conference programme which included a vast array of seminars, workshops, fringe meetings, two plenaries and many lively cultural events, highlighted two major convictions: that there is no peace without justice and a respect of human rights; that conflict is healthy and ever-present but the issue is about preventing violent responses by using other means.
Much was made of the power of ordinary people in bringing about peaceful solutions with such statements as, ‘ordinary people doing extraordinary efforts (mainly women) in conflict zones’, ‘the will and pressure of the common people brought warring factions round the peace talks table’, peace was not found through war but through dialogue and mediation’.

Her Majesty Queen Beatrix marked the long standing commitment of the Dutch Royal Family to the 1899 Peace Conference, which was hosted by her grand-mother, Queen Wilhelmina, and to the 1999 celebration of its Centennial with her presence at the opening session and with a reception at Noordeinde Palace for participants to the expert discussions.
The organisation of the Centennial events in the Netherlands benefited greatly from the fact that the Peace Palace, seat of the Permanent Court of Arbitration and the International Court of Justice, was available as venue for expert discussions on the legislative and normative aspects of the Centennial of the First International Peace Conference.
From those earliest stages the factual organization of the Centennial of the First International Peace Conference was in the hands of Thijs Büchli of the Ministry of Foreign Affairs of the Kingdom of the Netherlands and Serguey V. Chatounovsky Byrnough of the Ministry of Foreign Affairs of the Russian Federation.

 The Hague Appeal for Peace, Background
On May 18, 1899, 108 delegates from 26 countries gathered in The Hague's beautiful Huis ten Bosch in response to an invitation issued the previous August by Nicholas II, the young Czar of Russia, to hold an international conference to discuss way of halting the arms race.
The first Hague Peace Conference was not driven by the sudden conversion of Europe's rulers to pacifism, but by Russia's desire to escape the crushing burden of keeping up with the pace of armament in Western Europe, particularly Germany and England.

Wilson decided to attend the Peace Conference in France with a select group of experts, such as geographers, ethnologists, and economists, whom he told, "Tell me what is right, and I'll fight for it."14 Unfortunately he did not invite anyone to attend from the Senate, which later was to cause irreconcilable problems.
The next day he addressed the Peace Conference, which he felt had two purposes-not only the settlements required by the war but also the secure establishment of a means for the maintaining of world peace.

ONE HUNDRED YEARS ON Throughout this year, the Hague will be the centre for many conferences, meetings and events, all celebrating and commemorating the first ever official International Peace Conference, an event which took place in this town one hundred years ago.
The unlikely initiator of the first peace conference was Czar Nicholas II of Russia who invited governments to participate in a conference "with the object of seeking the most effective means of ensuring to all peoples the benefits of a real and lasting peace, and, above all, of limiting the progressive development of existing arms.
This conference, which stretched from 18 May to 29 July that year, marked the beginning of a process and method of negotiation and of cooperation between countries which eventually led to the creation of the United Nations.

 Women's Peace Mission to European Capitals, 1915, Introduction
For this peace mission, thirty delegates toured European capitals between May and June of 1915.
Historians have focused on the International Congress at The Hague and its significance to the pacifist movement in the twentieth century but they have not examined the women's peace mission.
Their Letter to Prime Minister of Denmark elaborated upon this sense of responsibility to speak for women who did not have connections to the high government officials.
