Striking workers at the Hai Van Pass tunnel project resumed work on August 8, 2002, after a two-day strike was resolved through negotiations with company management.
The construction of the Hai Van Pass tunnel project began in August 2000, and the Cienco 6-Hazama join venture has so far excavated 1,412m of the proposed 3,850m main tunnel.
The Hai Van Pass tunnel project is being funded by a 251 million USD investment, 85 percent of which has come from the Japanese government's official development assistance (ODA) loans, which are Japan Bank for International Cooperation.

Hai Van Tunnel, which took nearly five years to complete, includes 6.3km of the main tunnel, plus the 6.3km parallel evacuation tunnel, a 1.9km system of cellars for ventilation, and three electrolastic filter systems with 15 cross-passage tunnels.
The tunnel is equipped with a lighting system, a ventilation system, and a special use mechanical hardware system with highly automated and modern functions, according to Transport Minister Dao Dinh Binh.

The tunnel — which traverses the Hai Van Mountain Pass — is 15.1 kilometers long and links Thua Thien-Hue Province in the north and Danang city in the south.

The project includes construction of a 14 kilometer (8.68 mile) road, including a five kilometer (3.1 mile) tunnel, running through Hai Van pass on Vietnam's backbone north-south National Highway One, the agency said.
The rail and road tunnel will dramatically shorten travel time between Vietnam's ancient imperial capital of Hue and the coastal city of Danang, a journey which now entails snaky switchbacks to climb the 900 metre (3,000 foot) pass.

It is the first project of the transport sector to receive nonrefundable aid from Japan and will include 21 bridges in remote rural and mountainous areas of the 14 northern provinces.
The project, which was agreed to by the governments of Vietnam and Japan in January and May 1996, are expected to be finished within the next three years.

In central Vietnam, workers are steadily digging the Hai Van Pass tunnel, which will cut hours from the Hanoi-Ho Chi Minh road route by allowing truckers to pass under, rather than over, the immense mountains separating Danang from Hue.
In mid-2002, Siemens signed a memorandum of understanding (MoU) with Le Thanh Hai, chairman of the People's Committee of Ho Chi Minh City (a position equivalent to mayor), and is now considered the front-runner to become the prime contractor for Lines 1 and 2.
Mitsui has met with Le Thanh Hai to discuss the subway project, and a Hitachi source said his company is interested in becoming a subcontractor in the future.

Starting October 16, some 700 workers for the Hai Van Pass tunnel project in central Vietnam will receive four billion Vietnam dong in subsidies as the result of their strike last month.
In late September, about 200 workers at the tunnel construction site went on strike over a pay dispute with the contractor Hazama-Cienco 6 Consortium to change their subsidies calculation methods.
The tunnel, considered the country’s biggest North—South tunnel, began construction in late 2000 and is scheduled to open to traffic in early 2005.
