 UN Stabilization Mission in Haiti (MINUSTAH)
Its primary objectives are to assist Haiti’s interim government with security, disarmament, elections, reform of the Haitian National Police, and protection of human rights.
On June 22, the Security Council extended MINUSTAH’s mandate until February 15, 2006 and authorized an increase in force strength by 800 military troops and 275 civilian police, as recommended by the Secretary-General and as notified to Congress (UNSCR 1608).
MINUSTAH’S mandate was established under Chapter VII of the UN Charter, which authorizes the use of armed force in response to threats to international peace and security.

Aristide, who has repeatedly rejected calls for his resignation and insisted on staying in office through his current term which ends in 2006, embraced the proposal on Saturday, but the opposition has stood firm in its demands for the president to go.
Aristide threw him out of the country after Ketant and his bodyguards were accused of beating an official at an elite school attended by his son and the children of Haitian officials and U.S. diplomats.

Philippe is best known for his role in the 2004 Haiti rebellion which overthrew the government of Jean-Bertrand Aristide due to, in part, allegations of election fraud in the 2000 parliamentary elections and other issues.
Among the more known figures are René Préval, a former Lavalas member, Guy Philippe, a former police chief and rebel leader of the 2004 Haiti Rebellion, the currently (Dec. 2005) imprisoned priest, Gerard Jean-Juste of the Lavalas party, and Dumarsais Simeus, a Haitian American industrialist.
Philippe's involvement can be traced back to 2000 when he was forced to flee to the Dominican Republic.

 UN bolsters peacekeeping force in Haiti ahead of vote
The UN resolution stressed "that free and fair elections, open to all political parties that have renounced violence and with the broadest possible participation of the Haitian people, must take place in 2005 in accordance with the established timetable, and that the democratically elected authorities must take office on February 7, 2006."
According to the UN resolution, the increase is "temporary, during the electoral period and subsequent political transition".
