The district (郡; gun) was most recently used as an administrative unit in Japan between 1878 and 1921 and is roughly equivalent to the county of the United States.
On March 1, 2005 the town of Noto and village of Yanagida from the former Fugeshi District merged with the town of Uchiura from the former Suzu District, Ishikawa forming a new town of Noto and the districts merged forming Hosu District.
On March 1, 2005 the towns of Oshimizu and Shio from Hakui District merged forming the town of Hodatsushimizu.

Stranger still is that when plans for the Hakui Space museum were first announced in 1989 by the Mayor of Hakui city, Kazuo Shiotani, he had no doubts about the aim and purpose of including UFOs in such a museum.
The plans for the Hakui museum did show one small section which was labelled "UFO", but this was a very small section indeed, and was immediately next to an area labelled "SETI".
Josef (sic) Takano, 38, who works for the Hakui municipality and is a prime mover behind the UFO center, told the Kyodo News Service documents were also obtained from countries such as Britain, France and Canada.

In a later phone conversation, another Teleport spokesperson said that the mayor of Hakui was fighting for re-election and was worried that the subject of UFOs might worsen his chances.
According to this spokesperson, the Hakui city council cancelled the long-scheduled UFO symposium at the last minute, costing Teleport USA enormous difficulties and substantial financial loss.

The “Canon Junior Photographers” event was held at the Yossaki-Suba ruins and Hakui Athletic Park, in Hakui City, Ishikawa Prefecture on Sunday, August 20, 2006.
It is the oldest village that has ever been excavated in Hokuriku district, and was designated by the government as a historic site in 1977.
The event was held as one of the programs conducted by “Waku-waku Net Hakui,” a non-profit organization working actively in the region around the Yossaki-Suba ruins.

The answer is very obvious: the Hakui Museum has never been the government planned museum and the idea of its gorgeous debut to the world as the specialized "UFO Museum" was only someone's dream...
