In November 1997, disputes with Egypt over administration of the Halaib triangle - rich in phosphates, manganese and, supposedly, oil - led to Sudan asking for intervention from the Arab League.
Under an agreement made in 1899, Halaib belonged to Egypt, but under a newer agreement of 1905, it had been awarded to Sudan.
In January 1998, the United States announced an economic embargo on Sudan, alleging it had supported international terrorism, training opposition groups from neighboring countries in order to destabilize them, and lacking respect for human rights.
