By the time mintage figures could match normal demand and the coin's composition was changed to match the rest of the coinage, both businesses and the public had adapted to a world in which the half dollar did not circulate.
Hardly any businesses stock their change drawers with half dollars or dollar coins, so the coins do not circulate.
This is primarily due to an unfortunate confluence of two events, the silver crisis of 1963, and the assassination of US president John F. Kennedy.

Pilgrim Half Dollar - The 300th anniversary of the landing on Plymouth Rock was the occasion for the striking of this commemorative.
For the most part commemorative coins did not circulate, and they are known as NCLT coins, for "non-circulating legal tender." They were sold for a premium over their face value, usually to raise money for the causes that they commemorate.
The church on the obverse is the oldest Protestant church still in use in the U.S. This coin is noted for two problems; one, the church roof frequently exhibits scratches and, two, the reverse sails are often abraded by minor contact marks.

 Kennedy Half
After protracted debate during 1969-70, a bill was finally passed near the end of 1970 which called for the coining of half dollars in the same composition used since 1965 for the dime and quarter: two outer layers of copper and nickel bonded to an inner core of pure copper.
The 1970-D half dollars were struck only to fill that year's orders for mint sets, pending the change to copper-nickel coinage; the silver-clad, bicentennial halves were likewise coined only for collectors.
When Congress opted to eliminate silver from the dime and quarter beginning in 1965, it reached a compromise with the half dollar: Its silver content, while greatly reduced overall, was placed almost entirely at the coin's surface by bonding three strips of metal, the innermost one being primarily copper.
