The Australian Capital Territory (ACT) is the capital territory of the Commonwealth of Australia and its smallest, but most populous, self-governing territory.
The Territory was transferred to the Commonwealth by the state of New South Wales in 1911, and construction of the capital, Canberra, began in 1913.
The Australian Defence Force Academy (ADFA) and the Royal Military College, Duntroon (RMC) are in the suburb of Campbell in Canberra's inner northeast.

Hall is situated on the Northern border of the Australian Capital Territory and named after Henry Hall who was the first resident landholder of the Ginninderra district.
Working with uncharacteristic speed, the new village was proclaimed official in 1882 and named Ginninderra, which was also the name of the unofficial village, suggesting the government of the time wanted to replace the original with their new improved version.
Hall continued on its merry way until 1911, when New South Wales gave some land to the Commonwealth for a new Capital they had in mind and Hall was included within the boundaries.

Consequently on 3 March 1997 the Australian Electoral Commission directed by notice published in the Gazette that a redistribution was to commence in the Australian Capital Territory.
Under sub-section 65(2) of the Act, the Electoral Commissioner determined that the quota of electors for the Australian Capital Territory was 102 301 (204 601 divided by 2) and thus the permitted range of the margin of allowance of 10% about the quota would be 92 071 and 112 531.
The Committee proposes that the Division of Fraser be comprised of the whole of Belconnen, Gungahlin, Hall, North Canberra, Majura, Kowen, the South Canberra suburbs of Barton, Kingston, Red Hill, Griffith, Narrabundah, Fyshwick and and the Jervis Bay Territory.
