Halton is a borough in North West England, administered by a unitary authority.
It was created in 1974 as a district of Cheshire, and became a unitary authority on April 1, 1998, becoming an administrative county of itself in the process.
The borough straddles the River Mersey — the area to the north (including Widnes) is historically part of Lancashire, that to the south, Cheshire.

Halton Borough Council has six separate directorates, Chief Executive’s, Resources and Corporate Services, Environment and Development, Education and Social Inclusion, Social Care, Housing and Health and Regeneration and Neighbourhood Services, which in the past ran their own systems, encompassing numerous data sets and with little or no interaction between the directorates.
Halton Borough Council decided that it needed to begin with a clear picture of what data it held and why and how it was used, which could best be obtained by modelling all its services.
Halton is also examining back office functions, such as job vacancies, which can be brought online via its own intranet, thus reducing the amount of form-filling to advertise and apply for jobs internally and speed up the process.
