Hama Amadou (born 1950) has been the Prime Minister of Niger twice, from 1995 to 1996 and again since 2000.
Amadou and Ousmane came into conflict with one another, and the government became paralyzed by the dispute.
Amadou refused to rely on UN's food aid in 2005, stating that the harvest is enough and that such an aid is an insult to Niger's dignity.

A police source said that Hama, a leading opposition figure and secretary-general of the former single party, the National Movement for the Development Society, or MNSD, was being held at police headquarters.

In July police arrested the same two journalists with Canard Libere and detained them for several days for publishing an article calling Prime Minister Hama Amadou a "coward" for his alleged avoidance of responsibility in the Djibrilla kidnaping affair.
Hama again filed the case in July, and the court found one of the journalists guilty of libel in October, fined him approximately $710 (500,000 CFA), and gave him a suspended sentence.
In January Tandja appointed Hama Amadou as Prime Minister.

NIAMEY, June 21, 2006 (AFP) - Niger's Prime Minister Hama Amadou rejected Wednesday a report from the UN Children's Fund (UNICEF) which said that many of the country's children suffer from severe malnutrition due to food deficiencies and lack of health care.
Niger is very sensitive to the question of feeding its people, since more than three million were affected by extreme shortages in 2005, going so far as banning journalists from reporting on the current situation.
Amadou said Wednesday that government was setting up more "cereal banks" to store food to avoid another crisis.
