As more Marathon County municipalities refuse to complete land-use plans as required, state and county officials are struggling to assure them that Smart Growth legislation does not dictate how or where development can occur.
Franzen joins several other communities in the county, including Bevent, Cleveland and Hamburg, that have refused to work on a land-use plan because many say it is a heavy-handed measure that limits local government control of development.
But county and state officials say the perception of Smart Growth as a conspiracy to control local government is false, and they are working to dispel such misinformation.

SWEARINGEN, hotel-keeper, was born in Fayette County, Pa., March 8, 1825; moved to West Virginia, thence to St. Joe, Mo., in 1857 and to Marshall County the same year, and settled on a claim near the present town of Frankfort, Marshall County, Kan., and in 1860 went to Marysville, where he has resided ever since.

The accident occurred on County Highway S and was reported at 3:27 a.m., according to a news release from the Forest County Sheriff's Department.
The two drivers - a 50-year-old Merrill man and a 36-year-old Marathon man - were pronounced dead at the scene, as was the younger man's 8-year-old daughter, authorities said.
The Marathon man's 12-year-old son was hospitalized in critical condition.

Portage County officers exhumed Raasch's body Wednesday from St. Paul's Cemetery in the Marathon County town of Hamburg in an attempt to identify her killer.
Marathon County Medical Examiner John Larson, who approved the exhumation of Raasch's body, could remember only one similar case five or six years ago when he allowed a forensic pathologist from Minnesota to examine and take samples from a body buried in the Athens area.
Yet Portage County officials are optimistic that Wednesday's autopsy will lead to a resolution in the Raasch case.

A fast-moving storm that blew through north central Wisconsin on Wednesday afternoon left thousands of people without power and a scattering of damage that left at least one person with minor injuries.
Sheriff's departments in Lincoln and Marathon counties fielded many calls about downed tree limbs and power lines, some of which blocked roadways.
The storm blew a small yard shed down in Hamburg, Marathon County Lt. John Fischer said.
