As you can see, Astro is in the right position and posture, but Hamegg behind him is offset and is actually a different cel from the above anyway.
The correct scene with Hamegg is a few frames later, but by then Astro is drawn with a different cell and Hamegg still doesn't line up properly.
That is, they were using in producing the anime and are "the real thing".

Eventually, Leo decides to form an alliance with the one good human, Professor Hige Oyaji, who sports a trademark handlebar mustache (and was a character in Tezuka's "Astro Boy" as well), and decides to help him beat the bad humans, led by the greedy Hamegg, to the site of the stones.
Much of this story was originally told in a second Leo animated series, JUNGLE TAITEI SUSUME LEO!
