Hamid Majid Mousa was a member of the Interim Iraq Governing Council created following the United States's 2003 invasion of Iraq.
A Shia Muslim, and economist and petroleum researcher by training, Mousa left Iraq in 1978.
He returned to Iraq in 1983, where he lived in the Kurdish-controlled north of the country and was involved in activities against Saddam Hussein's regime.

At its first meeting on July 13, ICP leader Hamid Majid Mousa took his seat alongside the squalid assortment of Iraqi exiles, businessmen, clerics, political charlatans and outright criminals, such as convicted embezzler Ahmed Chalabi, that comprise the Governing Council.
Mousa personally met with Washington’s proconsul in Baghdad, Paul Bremer III, who is closely aligned to the most militaristic elements of the Bush administration, to press for the party’s involvement.
Whatever the exact role assigned to Mousa, the ICP is committed, along with other council members, to curbing opposition to the occupation.

Isn't it, as GW might say, ironical, that the Iraqi Communist Party--long stomped on by Saddam as part of his campaign to suck-up to the Americans and maintain his grasp on power--have since "rapidly reemerged, this time as an influential, moderating force in national life".

The Governing Council, the standing group of leaders of tribal, religious, regional and political groups, is designed to become a transitional government under the Coalition Provisional Authority led by U.S. Ambassador L. Paul Bremer.
At first the ICP refused to collaborate, but then Communist Party Secretary General Hamid Majid Mousa was given a seat on the council.
While appearing to cooperate publicly, the ICP Central Committee wrote a letter to its faithful in October 2003 explaining that it would use its position on the Governing Council to wage political warfare from within, to complement its fight from the outside.
