Hampton Roads Beltway is a loop of Interstate 64 and Interstate 664 highways which link the communities of the Virginia Peninsula and South Hampton Roads which surround the body of water known as Hampton Roads in the southeastern portion of Virginia in the United States.
A major aspect of the Interstate Highway system in the Hampton Roads area are the two bridge-tunnels, each of which cross the harbor of Hampton Roads and form a portion of the Hampton Roads Beltway.
Hampton Roads Bridge-Tunnel (HRBT) is the 3.5-mile-long Hampton Roads crossing for Interstate 64.

"Hampton Roads" is the historic name for the five-mile wide, last ten miles or so of the James River before it empties into Chesapeake Bay, and it is the place where the Elizabeth River and the Nansemond River empty into the James River.
Hampton Roads was a major transportation barrier that effectively divided the area into two separate metropolitan areas, with little interaction.
So the upshot of all this is that in 1956, the Hampton Roads area had a fraction of the population of today, and it was divided by large water transportation barriers.

Averse to dropping a key section of freeway (including the Hampton Roads Bridge and I-64/564 interchange), the state instead proposed keeping I-64 and designating the remaining 9.2 miles to a beltway to be determined later.
Virginia then proposed that interstate funds be applied to the northernmost miles of the road and that state funds be used for the remainder.
Northbound on the MMMBT is one of the most spectacular views on any road I know of; Hampton Roads makes a 'V' with one branch to your ten o'clock, and the other branch to your two o'clock.

Hampton roads residents just tend to be a bit more vocal about things than others :lol:.
What made people upset is that during the high flying 80's, it seems that Richmond got a majority of the road projects when you could clearly see problems on the horizon for the fast growing regions in Northern Virginia and Hampton Roads.
That leads to the situation today, a growing traffic crisis in NOVA and Hampton Roads(who can at the least afford it due to a weak job market.) VDOT is broke and there are no solutions being offered at the moment, which will probably end up on tolls.

The Hampton Roads Caucus, a body of local legislators, endorsed the change last week as a means to ``unify, identify and promote'' the region without spending money on it (except for new signs, of course).
But should the Hampton Roads Beltway come into existence, traffic reports would likely refer to an outer and inner beltway, indicating whether you are on the outside or inside of the loop.

US 13 quickly becomes a major boulevard running parallel with the lower segment of the Hampton Roads beltway instead of multiplexing with the interstate highway.
In summary, US 13 is all 4 lanes from the Suffolk Bypass to the Maryland State Line, with some 6-8 lane segments in Hampton Roads (along the Military Highway and Northampton Blvd segments).

The road always seems to be quite congested, much more so than the limited access stretches (albeit not quite as bad as the five-lane section arround DeWitt with tons of commercial development that will be bypassed in November 1999).
Everything in the short Kentucky portions of the road is done to West Virginia standards, including the approach signs on KY 292 guiding you to U.S. The only "Kentucky" aspect of the two stretches of road is the 55 mph speed limit.
However, the road is expected to handle significantly increased traffic loads over the next 10-20 years, so it is unclear if upgrades to Interstate 581 will be necessary prior to it being designated as part of Interstate 73.

It may be signed WEST here, but I-64 curls around to the south, so that EB I-64 traffic is facing west by the time they get to I-264 and I-664 (all three routes end at each other).
I-664 and I-64 both tunnel under Hampton Roads, meeting in the Hampton/Newport News area and completing the loop, known as, gee, the Hampton Roads Beltway.
Something was on the right BGS, but I don't know what it ever may have been - perhaps VA 164 (the toll road to Virginia Beach).
