Prior to the Battle of Endor, Thrawn commanded Imperial forces in the Unknown Regions, finally returning to the rest of the galaxy years after the Emperor’s defeat.
Thrawn’s strategy hinged on the use of technology hidden away by the Emperor at Mount Tantiss: Cloaking devices (successfully used in several battles) and Spaarti cloning cylinders (a different form of cloning technology that allowed clones to be grown much faster than with Kaminoan methods).
Thrawn also had the service of Noghri bodyguards who were indebted to the Empire for aid they once received from Darth Vader, but they were kept dependent by the Empire leaving their homeworld an environmental disaster.

Did the planet that the Hand of Thrawn was on have a name?
I see what you mean, but I’d still say Unknown Regions as that was where Thrawn was sent on his “mapping expedition” so that would be where he’d be establishing the Hand of Thrawn.
Checking CUSWE they do back you up though in saying that “Wild Space separates the known galaxy from the Unknown Regions” so it is the bits where “there is some idea about them” rather than Wild Space being a distinct area towards the bottom of the map(as I was suggesting).
