Hanover County was created on November 26, 1720 from the area of New Kent County called St. Paul's Parish.
Hanover County was also the birthplace of politician Henry Clay, author of the Missouri Compromise, and the site of a number of American Civil War battles, including the Seven Days Battles and Cold Harbor.
It is bounded on the north by Spotsylvania, Caroline and King William counties; on the south by Goochland and Henrico counties; on the east by New Kent County; and on the west by Louisa County.

When New Hanover County officials were contacted about the situation they were dismissive at first and then defended their desicisions later on citing budget shortages and policy problems.
I asked her about dangers to other dogs within the New Hanover County area and her response was that the only other thing they could have done was to put down all of the exposed dogs and they did not want to do that.
