  Hara Takashi - Wikipedia, the free encyclopedia
Hara Takashi (原敬 February 9, 1856–November 4, 1921) was a Japanese politician and the 19th Prime Minister of Japan from September 29, 1918 to November 4, 1921.
Under the auspices of Mutsu Munemitsu (1844–1897), Hara served as vice-minister of foreign affairs and as ambassador to Korea.
Hara was appointed by the prime minister as his successor on September 28, 1918.

HARA, TAKASHI (KEI) [Hara, Takashi (Kei)], 1856-1921, Japanese statesman, prime minister (1918-21).
As secretary-general and later president (1914), Hara established the Seiyukai as the first powerful majority party by compromise with the oligarchs (see genro), distribution of patronage posts to cooperative bureaucrats, exploitation of public works legislation, and lavish use of election money.
His administration was notable for the expedition to Siberia, the independence movement in Korea, Japanese participation in the Paris Peace Conference, labor unrest, and naval armament.

In the midst of this political ferment, Hara was assassinated by a disenchanted railroad worker in 1921 (see Diplomacy, this ch.).
Hara was followed by a succession of nonparty prime ministers and coalition cabinets.

The two-party political system that had been developing in Japan since the turn of the century finally came of age after World War I. This period has sometimes been called that of "Taish Democracy," after the reign title of the emperor.
Nevertheless, major problems confronted Hara: inflation, the need to adjust the Japanese economy to postwar circumstances, the influx of foreign ideas, and an emerging labor movement.
Hara worked to ensure a Seiyokai majority through time-tested methods, such as new election laws and electoral redistricting, and embarked on major government-funded public works programs.
