I have reviewed the copyright laws, and my conclusion is consistent with Harald's resolution test: the right to produce a derivative work (i.e., an implementation) of a document is only required if that implementation include or adapt text from the document.

I will not make any use of the offlist-contributed material in the evaluation of the result of the Last Call on the issue; this seems to be the most prudent course both legally and as an IETF process issue.

Harald, I'm concerned that if all the sane people either join a censored list or otherwise ignore the "crazies", then there will be nobody to help gullible newcomers in understanding how wild the crazies' messages are.
This would at least alert the gullible newcomers so that they won't think the lack of community response implies agreement.

I would suggest that in parallel both (1) "move the security stuff to Draft" and (2) "abolish Draft Standard" of Harald's suggestions be undertaken.
My guess is that Sam's note was a polite way of trying to "encourage" the security community to undertake (1), but I could be wrong.

 The skew.org XML Tutorial
It has been argued that due to XML 1.0's normative reference to RFC 1766 and that document's requirement that it be superseded to accommodate updates to ISO 639, we are technically stuck with using the 1988 codes.
In a post to the IETF Languages mailing list on 02 Aug 2000, Harald Tveit Alvestrand, the author of RFC 1766, said "The intent of RFC 1766 and the current draft is that the lists referred to are the published versions + any later changes.
I refuse to put in references to unpublished documents, but that's my only religion on the matter; replacement text is welcome.
