Bains was a leader of the anti-revisionist movement internationally and founded or helped found anti-revisionist parties around the world including the Hindustani Ghadar Party (Organisation of Indian Marxist-Leninists Abroad), the Revolutionary Communist Party of Britain (Marxist-Leninist), the Communist Party of Ireland (Marxist-Leninist) and the Communist Ghadar Party of India.
Bains was a Maoist in the 1960s and 1970s but in 1978 (following Mao's 1976 death) he became a supporter of the views of Enver Hoxha and the Party of Labor of Albania.
Bains died of cancer in 1997 at the age of 58.

After Hardial died in 1997, these Comrades in India stated that they had failed in uniting the various communist parties and groups in India and summarized their activities in the last twenty years thus "The main point is that in the last twenty years this situation (in India) has not changed".

The MLP,USA dissolved itself in November 1993 and Hardial died, of cancer, in August 1997.

Hardial Bains founded the Internationalists at the University of British Columbia on March 13, 1963.
Bains had sided with the People's Republic of China in the emerging Sino-Soviet split, a view contrary to that of the Communist Party of Canada, and on that bases decided to work towards the formation of an anti-revisionist Party in Canada.
Bains visited Cuba several times in the 1990s which led him (and the CPC-ML) to revise his earlier views of Cuba as revisionist.

Hardial Bains' writings contribute to the general body of working class experience, especially as concerns building a united Marxist-Leninist party in the concrete conditions faced by the Canadian working class in the period of the bi-polar division of the world and after.

On August 15, 1999, the Central Committee of the Communist Party of Canada (Marxist-Leninist) organised a ceremony at Beechwood Cemetery in Ottawa to dedicate a Party Monument to honour the memory of Comrade Hardial Bains, CPC(ML)'s beloved Founder and Leader, and other comrades of the Party who have passed away.
During the ceremony, Comrade Chris Coleman, of the Central Committee of the Revolutionary Communist Party of Britain (Marxist- Leninist), laid the bouquet of flowers on behalf of the International Communist Movement.
In this way, CPC(ML) was also able to honour two comrades from our Party, the late General Secretary, Comrade John Buckle, killed on November 27, 1983, and Comrade Cornelius Cardew, killed on December 13, 1981, as well as all other comrades from the fraternal communist Parties whose contribution and memory is profoundly respected and cherished.
