Hardin's prescription for this problem is for the first world nations to cease to give aid to third world countries and let them solve their own problems of adjusting their population size to the productive capacity of their lands.
Hardin does not offer any detailed advice to governments of third world countries on how to control the growth of their burgeoning populations, but he is clear that some form of compulsion will probably be necessary and is justified.
Hardin is aware that many economists dispute his claim that world population has already reached its optimum, but he castigates them for their failure to recognize the principles of limited natural resources, diseconomies of scale and the complexity of ecological systems which are easily destroyed by human exploitation.

Colonel Hardin crossed the Plains with his parents when he was twenty-three years of age in 1853 and the same year he started in the cattle business.
Colonel Hardin had crossed the plains six times with droves of cattle; had made six round trips across the continent by rail, and was in railroad wrecks and shipwrecks.
Hardin was a member of the board of trustees of the Pacific Methodist College in Santa Rosa, and he materially aided its fortunes.

 Charles Henry Hardin
HARDIN, Charles Henry, governor of Missouri, born in Trimble county, Kentucky, 15 July, 1820.
His father removed to Missouri in the autumn of 1820, and in 1821 settled in Columbia, Boone co. The son was graduated at Miami university, Ohio, in 1841, and began the practice of law in Fulton, Missouri, in 1843.
In 1855 he was one of a commission to revise and codify the statute laws of the state.

One of the interesting things is the number of people in the Braymer Missouri area who are related through marriage to the McBee's,due to the 17 children of J.W. McBee,which is where my great grandmother Carrie McBee Kelly came from.
The McBee Chapel in Braymer Missouri has a small aging community and I fear that its historic building could end up like many of the country churches-abandoned-unless enough money is raised to create a fund to make sure the building is preserved for all times.
The mother Rachel Riley McBee, died and was buried in the Black Hills of South Dakota;   John and William, with their families, and that of  Thomas went on to settle in Oregon.  Three sons remained in Missouri.
