Montana's efforts to protect groundwater have been weakened under a proposal adopted by Montana DEQ in November 1998 to increase the allowable level of nitrate pollution in about 30 percent of Montana groundwater, found mostly in the eastern two-thirds of the state.
Montana counties and municipalities have limited authority to address the impacts of animal factories, but no county has chosen to exercise this authority.
