While a U.S. permit is still needed to allow the 700-mile, 172,000-barrel-a-day line to cross the border, contractors on both sides of the international boundary have started digging, the paper said.
The pipeline from Hardisty, Alberta to Casper, Wyo., is expected to begin flowing in the first quarter of 1997.
