The great chemist, Robert Hare recalled being dandled on the knee of George Washington, an event that seems to have remained in his mind as he grew older, tying him to the fate of his nation and to his position on the privileged end of the social hierarchy.
Hare was born in Philadelphia in 1781, the son of Robert Hare, Sr., a major Philadelphia brewer, and Margaret Willing, and nephew of Thomas Willing, the political leader and president of the Bank of North America.
Hare was not loath to participate in discussions of the major social issues of his day, including the abolition of slavery and the clash between capital and labor.

He is conscious of the difficulties of dramatizing the subject matter, and more than one interviewee in the play express reservations about making a theatre piece on the subject of the rails: one thinks it might be boring, another that a book would be more appropriate.
Hare and Stafford-Clark are no strangers to political theatre or docudrama, having a history of creating such pieces both together and individually.

Hare proposed that political representatives should be chosen using a system which maximised the second preferences of voters after their first choice candidate had received enough votes to be elected.
He adapted Hare's system using the Droop formula so that the transfer of votes was systematic rather than random, thereby enabling representation to be directly proportional to numerical strength of votes.
Clark did not live to see his ideas translated into action in 1909.

Hare's Tragedy at Law fell in the hands of Gilbert while he was a prisoner of war during WW II.
Hare was not a prolific short story writer, but he nevertheless contributed stories to three CWA (the Crime Writers' Association) anthologies, Choise of Weapons (1958), edited by Michael Gilbert, Planned Departures (1958), edited by Elizabeth Ferrars, and Some Like Them Dead (1960), edited by Roy Vickers.

In Choice Voting, the Hare Threshold is the number of ballots divided by the number of seats.
It would be ideal if all candidates met the Hare threshold, but if many voters do not rank all of the candidates, there can be a large disparity between the number of votes electing the first and last candidate.
