Takhar became the subject of a complaint from Conservative Leader John Tory after he was photographed last April at the offices of a company he owns.
When he became a cabinet minister, Takhar was obliged to place all of his business holdings in a blind trust maintained by an independent trustee.

Integrity Commissioner Coulter Osborne said this week that Takhar violated the act by hiring a trustee who was not independent to manage his personal business affairs, and then failing to notify the commissioner when that trustee was elected treasurer of his riding association.
The commissioner also severely chastised Takhar for attending a meeting last April with his trustee to discuss paying for his daughter's education because it was held at the offices of Chalmers Group, a company in which Takhar bought an interest in the early 1990s.
However, Takhar emphasized that although he broke the rule regarding his trustee, Osborne did not find him to be in a conflict of interest or to be using his political position to further his personal or business interests -- the key reason behind the Integrity Act.

Takhar admitted to reporters at a hastily called news conference that it was probably a mistake to meet for several hours at the Chalmers Group of Companies in April when, as a member of the legislature, he isn't supposed to have any links to the business.
Takhar landed on the hot seat earlier this week when the Conservatives produced photos of the minister arriving at the company's head offices in Mississauga and leaving three hours later.

Takhar says he has not broken any of the province's conflict-of-interest codes, which say he cannot discuss the status of his business with anyone inside the company.
However, we'd also note that, generally speaking, any cabinet minister whose wife was the CEO of a family-owned company, and whose trustee was the CFO of both the company and his riding association, would not necessarily have to visit the company to find out what was going on in the business.
