Cooley investigated political dirty tricks in the 2001 L.A. mayoral election and uncovered a scheme in which aides to Nick Pacheco, an ex-prosecutor-turned-city councilman and now a Cooley challenger, were involved in faking a recorded campaign phone call from Supervisor Gloria Molina.
Cooley readily admits that he was elected in 2000 more because voters were tired of seeing and hearing Gil Garcetti, and tired of reading about muffed high-profile cases, than they were excited about the challenger.
Cooley continues to say there was no search, and that’s true, since Jo-Ann Grace turned over the document once it became clear the D.A. already knew the name of her advertising customer.

Congressman Cooley inquired whether it wasn't true that the Latin American countries had not supported us in the Organization of American States on action against Cuba and wasn't it desirable that they evidence this support before we take the action they want vis-a-vis the Dominican Republic.
It was left that Congressman Cooley would discuss the need for a hearing with the Committee when it organized but that in any case he would limit the hearing to an executive session, probably with the Secretary only appearing.
Congressmen Cooley and Poage pointed out there were also problems on the Senate side and that it would be useful in their judgment if the Secretary could have a quiet talk, similar to the one they had, with two or three of the leading Senators, like Byrd and Ellender.

Eventually, however, Benson and the advocates of "flexible price supports" won the day and effectively ended a decade-long period of relative agricultural prosperity.
In reflecting on that time ten years later, Rep. HaroldD. Cooley, chairman of the House Agriculture Committee told an Independent Bankers Association meeting in 1964:
After his address Rep. Cooley remarked to one banker that he felt it was none other than the American Farm Bureau Federation who had been responsible for gutting the Steagall Amendment farm price support program, the very program many farmers believed accounted for their 1942-1952 prosperity.
