Harper, born on 26 July 1856 in New Concord, Ohio, began working in his father's grocery store at a young age and entered Muskingum College's prep school at the age of 8.
Harper was hired by John D. Rockefeller as the first president of the University of Chicago in 1891 and is credited with introducing the four-quarter system, correspondence and extension lecture courses and the university press.
Harper is also generally recognized as the father of the community college movement as he championed the idea of the two-year college and coined the term "junior college" for the freshmen and sophomore classes.

 Astronomical Adventures: Observatories: The Harper College Astronomical Observatory
The Harper College Astronomical Observatory is the home of a 12 inch Newtonian telescope that was built in 1885 by the Rev. John Peate.
The telescope was donated to Harper College by the DuPont Family through the efforts of Paul Sipiera, Planetary Studies Foundation president and Harper College professor.
Harper College will continue to make this historic instrument available to the public for many years to come.

In yesterday’s negotiating session, the college told us that they came to the table last summer with definite ideas of what is appropriate for the contract, and over the course of a year at the negotiating table, they have felt that they successfully had not changed their position.
The audited fund balance for Harper College has been increasing annually be it because of the great job increasing enrollment, or the great job of the Foundation, or the fact that we have a growing tax base.
Harper College administrators sue, saying that part-time instructors should not be allowed to vote on union representation.

 AFT - Higher Ed Department - More News - 2002 - Harper College Faculty Settle Contract
Faculty at William Rainey Harper College, in Palatine, Ill., ended an 11-day strike on Oct. 20 after voting 158-12 to ratify a new contract.
The strike was the first in the history of the Harper College Faculty Senate, a union of full-time faculty that is affiliated with the Cook County College Teachers Union/IFT/AFT.
The college was offering raises that sounded generous but that would have been consumed by 41 percent increases in the cost of health insurance.

Faced with a management team unwilling to budge on salary and health insurance takebacks, the 210 full-time faculty at Harper College in Palatine, Ill., are set to go out on strike Oct. 9.
The union, the Harper College Faculty Senate, is affiliated with the Cook County College Teachers Union/IFT.
While the college says it will call upon its stable of 500 non-union part-timers to fill in for the full-time teachers, those part-timers report to department chairs who are in of the CCCTU unit.

In her 29 years at Harper College, student development professor/multicultural student counselor Janet Friend Westney helped develop the College’s first career and placement center, improved diversity education and helped create one of the first programs in the country that allowed community college students to participate in study abroad programs.

It took 15 years of organizing, an Illinois Supreme Court decision, an act of the state legislature, and over a year of bargaining, but perseverance paid off August 24 when members of the Harper College Adjunct Faculty Association IEA/NEA (HCAFA) ratified their first contract with Harper College.
According to Arlene Bublick, President of HCAFA, the union membership overwhelmingly voted to ratify the agreement reached with the College.
