The county is bounded on the north by Kingman, east by Sumner, south by the State line and the Indian Territory, west by Barber County.
The organization of the county in 1873 was through a fraud of the worst description, though legal in form, and was by a decision of 1878 decided to be an actual organization.
The earliest settlement in Harper County was by M. Devore and family, H. Jesseph and family, John Lamar and family, and William Thomas and family, all of whom were settled near the east line of the county in 1876.

 Harper County, Kansas History
The first bank in the county was the Harper County Bank of Anthony, established in July 1879, by P. Anderson and Son.
The county then had between 800 and 900 legal voters, while the returns showed up 2,960 (which did look a little suspicious; and some said there were unscrupulous frauds practiced in some precincts).
First Settlements: The first settler in the county was M. Devoure and family, on Bluff Creek in the southeast corner of the county, early in 1876.

Harper County (standard abbreviation: HP) is a county located in the U.S. state of Kansas.
In the county the population was spread out with 24.70% under the age of 18, 6.60% from 18 to 24, 22.00% from 25 to 44, 23.50% from 45 to 64, and 23.20% who were 65 years of age or older.
The cities of Anthony and Harper are considered governmentally independent and are excluded from the census figures for the townships.

This plan is intended to promote the revitalization and development of the County of Harper by stimulating new construction of residential, commercial and agricultural properties, and the rehabilitation, conservation or redevelopment of residential, commercial and agricultural properties within the area by offering certain incentives, which include tax rebates.
SECTION II             The participating Municipalities agree that the Board of County Commissioners of Harper County, Kansas, acting through the County Clerk’s Office, shall administer the Plan.  It is agreed that the County shall be responsible for creating and administering a Neighborhood Revitalization Fund as defined in K.S.A. 2000 Supp.

Eleven tornadoes move across the central portions of Harper county producing one F4 and three F2's.
At printing, the National Weather Service in Wichita, KS has officially documented, assessed, and tracked 11 tornadoes across the central portions of Harper County.
All of the tornadoes were spawned by cyclical Supercells that moved across the county between the hours of 730 pm and 10 pm.

 May 29 2004 Harper/Sumner County Kansas Tornado Outbreak
The Storm Prediction Center had a High Risk of Tornadoes for the central plains and this was going to be my last chase day for this 2004 trip so I had high hopes for the forecast...I was not disappointed.
Unfortunately, this was the same county that was hit by multiple tornadoes back on May 12th.
We eventually lost sight of it as we got closer to the town of Harper.
