Harris Flanagin was born in Roadstown New Flanagin was educated in Quaker schools in New Jersey.
In 1862 Flanagin was elected Governor of Arkansas was recalled from active duty to take His administration dealt primarily with war related and maintaining order and continuing government while an invasion.
Flanagin is buried at Rose Hill in Arkadelphia.

Son of an Irish-born cabinetmaker, Harris Flanagin taught mathematics and studied law in Pennsylvania before relocating to Arkansas in 1839.
In the summer of 1862, Flanagin was promoted as a gubernatorial candidate by former Unionists, Whigs and Democrats unhappy with the clumsiness of the Rector administration.
Once in office, Flanagin urged the legislature to come to the aid of soldiers’ families, to stabilize the state’s finances and to suppress profiteering and illicit liquor-making but generally took a passive approach to exercising executive powers.

PINE BLUFF, Ark. - The Arkansas Division, United Daughters of The Confederacy, has created the UDC-CSA Fund to restore and maintain Confederate sculptures in Arkansas.
On May 27, 1911, the Harris Flanagin Chapter #1184 of the Arkansas Division, United Daughters of the Confederacy, unveiled a magnificent monument "To the memory of the soldiers of the Southern Confederacy" in Arkadelphia.
The monument was placed on the lawn of the Clark County Courthouse where it stood until a tornado struck on March 1, 1997.
