In July, the Harrisville Operating Committee authorized its engineers to begin looking for additional sources of water within the district as part of our continuous effort to ensure we are prepared to meet the water needs of Harrisville and our community for generations to come.
Despite Harrisville's selflessness in the crisis, we were criticized for "holding water hostage." The truth -- well known to all directly involved -- is that the only precondition placed on Harrisville undertaking the obligation to supply water to Pascoag was that it be formally and legally established.
As a result, Harrisville was privately and publicly criticized, maligned in the press, and ordered by a court to do what we had voluntarily agreed to do months before, when we began the process of expediting the development of Eccleston Field.

The analysis was drafted by an accounting firm retained by Harrisville to determine an appropriate wholesale rate for Harrisville to charge the Pascoag Utility District, which was forced to shut down its wells in January because of methyl tertiary-butyl ether (MTBE) that has contaminated the water supply since September.
Richard A. Sinapi, legal counsel for the Harrisville district, gave a lengthy overview of the report, which was officially presented to the Harrisville committee at a special meeting last night.

Attorney William Bernstein, who represents the Pascoag Utility District, argued that Pascoag residents shouldn't have to wait until a merger agreement is reached to begin getting water from the Eccleston wells and that a merger was never a pre-condition for water to flow to Pascoag.
