Atkinson was defeated in October 1877 by a coalition of “Provincialists” under Grey and Macandrew, who, despite their name, showed themselves to be more interested in reintroducing Vogel's bold scheme to gain capital for their own localities.
Atkinson had taken the first significant step away from the prevailing belief that borrowing was the only means for economic growth, and thereby had moved towards his own principle of self-sufficient development through expanded land settlement and encouragement of local industry.
