It was formed on April 1, 1974 under the Local Government Act 1972, as a merger of the urban district of Fleet, and the Hartley Wintney Rural District.
Hart District is the, or one of the richest and least deprived areas in the whole of the United Kingdom.
In the Indices of Deprivation 2004, Hart was ranked at 354 out of 354 local authorities in England, where 1 was the most deprived area and 354 the least deprived, meaning Hart is the least deprived area in England.

TRENT, COUNCIL OF [Trent, Council of] 1545-47, 1551-52, 1562-63, 19th ecumenical council of the Roman Catholic Church, convoked to meet the crisis of the Protestant Reformation.
The chief functions of the council were occasional solemn one-day sessions (25 in all, of which 10 dealt with formalities only) for the purpose of making the final decisions and declarations; the hard work of the council was done at informal, sometimes private, meetings.
The reform measures of the council were tremendously far-reaching and their enforcement was probably the most thoroughgoing reform in the history of the church.

From a Hart perspective, we are upset at the way Hampshire County Council has dumped extra housing on us well in excess of the housing level recommended by the Structure Plan EIP Panel.
However, the Council remains concerned as to how the results of a sub-regional study will be addressed in a sustainable way through the structure plan process, given that housing requirements are distributed at county rather than district or sub-regional level.
It appears to this Council that in general there is a policy vacuum at the national level with regard to the role of each region within a national economic, population and household framework.

1.5 Hart DC demonstrates some good working practices, but the efficiency and security of the benefits system is compromised by a lack of a counter fraud strategy, by its failure to put an effective fraud team in place and by a number of significant weaknesses in benefits administration.
Hart DC does not undertake any analysis of fraud referrals to assess risks and target resources in the most effective and efficient way.
Hart DC has a number of initiatives to be put into place but we were not convinced the LA had a systematic plan that would ensure implementation.

The BFI's follow-up inspection found that the council was not at Standard in any of the 7 functional areas of Performance Standards and was providing a poor level of service overall.
The Council's service to its customers was poor, due mainly to a limited telephone service, an out-of-date housing benefits claim form and confusing and inaccurate decision letters.
While the Council was reporting that it was processing new claims for housing benefits in 23 days, against the Standard of 36, some claims were being decided with insufficient evidence.
