Hartford was incorporated in 1900 and as a result, the old original town of Hartford, about one and a half miles west and named for a creek crossing belonging to the Hart family, is now generally referred to as "Old Town" or "West Hartford".
During the early half of the twentieth century, the town was home to the Hartford Music Company, which published Gospel music and operated a singing school.

On August 18, 1999, the Arkansas Department of Environmental Quality (ADEQ) requested that the Arkansas Department of Health (ADH) evaluate soil sample data to determine if the use of coal mine overburden and waste soils (commonly referred to as mine tailings) for roadbed material and as fill dirt posed a public health hazard.
A resident of Hartford had contacted ADEQ to inquire about the possible health implications that exposure to coal mine tailings could have on the residents of Hartford.
This Health Consultation for the Use of Coal Mine Tailings in Hartford, Arkansas was prepared by the Arkansas Department of Health under a cooperative agreement with the federal Agency for Toxic Substances and Disease Registry (ATSDR).

Hartford is the original home of the Hartford Music Company which published many of the gospel songs still sung today including "Victory in Jesus," written by E.M. Bartlett, "I'll Fly Away," written by Albert E. Brumley, and "Just a Rose Will Do," written by J.A. McClung.
The Hartford Music Co. first acted as sales agents for Central books, but by the 1920's the company was putting out books under its own name.
By 1930, Hartford became known as the gospel music center of the United States, shipping more than 100,000 song books to 35 states and several foreign countries.
