The spectators' stampede to escape proved as deadly as the fire; hindering the escape of many were steel railings along the front of the bleachers and an animal chute blocking a main exit.
Using film footage and photos of the fire as well as "interviews with the people who were there," the documentary "recalls the horrors of the fire, the search for its cause, and the aftermath of the tragedy on the community and the circus industry," according to the CPTV Web site.
While there is no material on the circus fire - Clark's photographs run roughly from the turn of the century to the late 1930s - the display shows vividly the fire department's evolution in the years leading up to the disaster.

A Matter of Degree is a true story and the definitive account of a renowned fire investigator and the nine-year mission of the heart that led to the discovery of arson and political conspiracy in the 1944 Ringling circus fire, an American tragedy equal in scope to the 1995 Oklahoma City bombing.
However, the circus was also to blame (waterproofing the tent with highly flammable parrifin and gas), reducing their insurance, not having hoses that fit hydrants, etc. Serving less than a year in prison is no where close to what the victims and survivors suffered.
The fire was tragic on its own, the actions of the investigator commendable on their own, without the overwriting that describes investigator Rick Davey's long quest to solve a mystery that he'd grown up hearing about and later felt compelled to solve.

The Hartford fire in the circus’ main tent came less than two years after a fire at its menagerie tent in Cleveland killed 49 animals.
Whether the fire was arson is also disputable, despite a confession by an ex-circus hand of questionable repute.
Another “mystery” of the fire is the unclaimed body of “Little Miss 1,565.” Her identity, seemingly resolved in 1990, remains a puzzle for O’Nan, who thinks an earlier misidentification of a badly burned body led to a chain of mistakes.
