It is purportedly a "tracklayers" game--even the box cover advises that it is a "game for Engineers who've had enough of the Financiers." This game was actually designed before 1830, although it wasn't published until 1989--three years after 1830 had appeared.

 The fight over Civilization
Gaming company, MicroProse, has sued competitors Activision and The Avalon Hill Game Company over the rights to the name "Civilization." MicroProse is determined to prove that the company Hartland Trefoil, which was recently purchased by MicroProse, owns the rights to the Civilization franchise since they developed the original board game carrying the name "Civilization."
MicroProse didn't appreciate this move, since their two computer games carrying the name "Civilization," Sid Meier's Civilization and Civilization II have done great in stores, and is their most profitable brand name, selling over two million copies worldwide.
MicroProse claims the name belongs to Hartland Trefoil, which they conveniently purchased last year.

Of these, perhaps the best known is Sid Sackson, designer of Bazaar and Acquire and a great many other games for Parker Brothers, Milton Bradley, and the much-lamented 3M games venture.

And perhaps it is in the nature of the massmarket boardgame that this be so: the market requires rules that can be learned in a minute or two, and there are only so many possible permutations on the board, the plastic pawn, and the die.
