Hartley County is named for Oliver C. Hartley and Rufus K. Hartley, two early Texas legislators and lawyers.
In the county, the population is spread out with 20.80% under the age of 18, 4.70% from 18 to 24, 35.70% from 25 to 44, 26.90% from 45 to 64, and 11.90% who are 65 years of age or older.

In 1891 the county was organized with the tiny town of Hartley as county seat.
The population of Hartley County steadily increased from the 1940s to the 1980s, rising to 1,913 in 1950, 2,171 in 1960, 2,782 in 1970, and 3,987 in 1980.
Incorporated communities in the county include Channing, the county seat (1990 population, 277), and Dalhart (2,245 in Hartley County); most of the latter is in Dallam County.

The frame courthouse in Hartley was put on wheels and pulled 15 miles to Channing by cowboys from the XIT Ranch (and armed deputies).
