Fletcher and his team at Bell Labs spent about 20 years devising it but, unfortunately, it has rarely been used.
Although Fletcher and Galt provide a detailed description of the underlying ideas and also include step-by-step instructions of how to apply the method, this author still found it challenging to implement the procedure correctly.
That Fletcher and Galt's procedure has been so underutilized may also have to do with the fact that the significant differences between the standardized procedures and Fletcher and Galt's procedure are often not realized.
