HARVEY PARNELL (28 February 1880—16 January 1936), merchant and farmer, was born on a farm near Orlando, Cleveland County, Arkansas, the son of southern Arkansas farmers, William Robert and Mary Elizabeth (Martin) Parnell.
Parnell’s initiation into state politics began in 1919 when he was elected to the forty-second general assembly as a representative from Chicot County.
Perhaps Parnell did nothing directly to aid the distressed condition of agriculture in his first elected term, but he was at least familiar enough with the farmers’ history of tax grievances to realize that he must find another source of revenue for his proposed construction projects.

Harvey Parnell, a gentleman farmer, was born in Cleveland County, Arkansas, on February 28, 1880.
Parnell dashed off telegraphs to newspapers around the country denying economic hardships in Arkansas, only to have to rescind these in the face of efforts by Arkansas senators Joe T. Robinson and Hattie Caraway to make use of the England incident to increase federal drought relief for Arkansas.
He was stunned when the state House of Representatives passed a resolution rebuking his administration as "the most corrupt since the days of reconstruction and the most wasteful in the history of the state." The resolution was rescinded a few days after it was passed.

After graduating from Dickson College in 1896 and married fellow student, Thaddeus Caraway, and moved to Arkansas where her husband worked as a lawyer.
When her husband died on 6th November, 1931, the Governor of Arkansas, Harvey Parnell appointed Hattie Caraway as his replacement.
She was confirmed in a special election on 12th January, 1932, and therefore became the first woman to win a place in the Senate.
