The Kochi prefectural assembly on Monday approved the appointment of Fumiko Kira as the prefecture's first female vice governor to fill a vacancy created by a loan scandal.
Kira was elected chief of Hayamavillage in the western Japan prefecture in 1994, becoming the first woman to head a village in Japan.
