Senjuro Hayashi (林 銑十郎 Hayashi Senjūrō, February 23, 1876–February 4, 1943) was a Japanese politician and the 33rd Prime Minister of Japan from February 2, 1937 to June 4, 1937.
Hayashi was a supporter of Sadao Araki, along with General Honjo.
The Toseiha faction within the Imperial Japanese Army scored a victory in January 1934 when General Araki was forced to step down, after the excesses of the Kwantung Army, and his replacement was one of their own, General Hayashi.

In 1933 GEN Hayashi was made the Inspector General of Military Education, a post where he oversaw the education and training of the officer corps of the Imperial Army.
In 1934 GEN Hayashi, as Army Minister, wrote the preface to a 7 volume series of books on the emergency in China (which he helped precipitate) and called for a total mobilization of the nation to fight future wars.
GEN Hayashi was a big supporter of Tojo and appears to have been part of his “Control Faction”, the faction of Army officers that won out over control of the Japanese government.

A graduate of the Naval Academy, Yonai served in numerous important navy posts, becoming commander in chief of the Combined Fleet in 1936.
As navy minister in the Hayashi Senjuro, the first Konoe Fumimaro, and the Hiranuma Kiichiro cabinets, he took a pro-American, pro-British stance and opposed alliance with the Axis powers.
He became prime minister in January 1940 but in July was forced to step down because of pressure from the pro-Axis army.

In May 1934 the Roerichs arrived in Tokyo, where they sought to ingratiate themselves with Japanese authorities.
After meeting with Minister of War Senjuro Hayashi, Nicholas Roerich publicly hailed him as “a great man” and “a leader of great ability.” Despite the U.S. refusal to recognize the Japanese puppet state in Manchuria, the Roerichs called on the legation of Manchukuo in Tokyo.
They stayed in Tokyo long enough to make headlines but scurried out of the city before the arrival of MacMillan and Stephens.

A number of officers were, however, revitalizing the tosei ha (control faction) of the military to oppose them and they were looking to Hitler's Germany as the inspiration for the kind of controlled state they sought.

The struggle between the two groups would continue quietly throughout the government and the war in North China would continue apace until February of 1936.
