		Haynes told lawyers yesterday evening that he was stopping the state's plans because he believes the massive overhaul of the program violates the due-process rights of enrollees who wish to make a case that they are being wrongly cut.
		In his order, Haynes did not suggest that those on TennCare have a constitutional right to care, but he found that they have constitutional due-process protections in the manner in which they can be removed from the program.
		Haynes presented these concerns to state lawyers in a morning hearing, and asked them to come back yesterday afternoon with suggested remedies.
