Haystack Rock is a 235-foot tall monolith on the Oregon coast in the northwestern United States, the third-tallest such structure in the world.
Haystack Rock is located approximately 1.5 miles (2.2 km) south of downtown Cannon Beach in Clatsop County, Oregon, approximately 80 miles west of Portland.
Haystack Rock was granted Marine Garden status by the Oregon Department of Fish and Wildlife in 1990.

The beach is perfect for walking, wading, playing with your dog, and there were many remnants of bonfires...though I am not sure how strict the nighttime access is.
Haystack Rock is the centerpiece of the ocean-scape, and there is a mysterious sign on it that can't really be read from the beach...so I don't know if they expect people to swim out and read it, or whatnot.
Once when I was shitfaced/suffering from extreme food poisoning but didn't know it yet at the time and attempting to sleep on the beach (bad idea) I walked past this rock and thought I was actually hallucinating a seen from "Goonies".

At low tide people gather to look at the starfish, sea anemones, hermit crabs and other wonders in the tide pools, while above the gulls, puffins, and cormorants circle the rock, their nests, and their young in a fever of activity.
