Haywood was a prominent trustee, and at times was a member of the land committee and the committee on appointments.
Haywood, Jr., to his cousin Betsy with references to the scandal that involved both their families, the unfortunate state of his father's "pecuniary affairs with the State Bank." Young Haywood was forced to buy some of this father's property.

Haywood, a native of Edgecombe County, began public service in 1781 as clerk of the State Senate, a position he held five years, until elected Treasurer by the legislature.
Haywood's handling of the public funds was so haphazard that long after numerous banks were established, he continued to keep a trunk full of cash in the "Public Chest" in his office which was used to pay the expenses of government.
The State sued Haywood's estate for the missing funds; however, a jury found that an executor had administered all but $7,160.60 of the estate's assets which were then seized by judgment in favor of the State.

The Haywood Bootery essentially complains that the North Carolina judgment against it is not entitled to full faith and credit because the court rendered it without personal jurisdiction over the defendant.
Although the Haywood Bootery put forth this argument to the trial court on its motion for reconsideration, the trial court rejected it stating that it declined "to inquire into the merits of the North Carolina complaint." While it may appear that this argument goes to the merits of that action, it actually addresses the jurisdiction.
Because the Jay Group failed to demonstrate in North Carolina that it shipped shoes to the Haywood Bootery or that its act would otherwise bring it under the statute, it was improper for the court to assume jurisdiction.
